covered only a one-third sample of children looked after by local authorities between 1997-98 and 2002-03.
2. Only children who were "taken" into care for the first time during 1994-05 have been included. This includes some who may have started a previous 
period of care in an earlier year where they were not "taken into care" at the outset.
3. "Children taken into care" are children who started to be looked after under the following legal statuses: interim or full care orders, and police protection 
or emergency protection or child assessment orders. They exclude children freed for adoption or for whom a placement order was granted, they exclude 
children under voluntary accommodation and they also exclude children under youth justice legal statuses.
4. "Reason unknown": In April 2000, a new coding system was introduced. As a consequence, there are some cases, where a child ceased to be looked 
after before April 2000 and it's pre 2000 code for 'reason ceased to be looked after' cannot be directly translated to a single code under the post 
2000 code in the new system. Extraction of data only allows a child's history to be viewed from the perspective of the current coding system.
Therefore the reason for ceasing appears as "unknown". This category also includes children who ceased to be  looked after between 1997-08 and 
2002-03 and who were excluded from the one-third sample.
5. To maintain the confidentiality of each individual child, data at national level are rounded to the nearest 100 if they exceed 1,000 or to the nearest 10 otherwise.
  Where the number was 5 or less (other than 0) this has been suppressed and replaced with a hyphen (-). As a consequence of our rounding and suppression, 
  figures may not sum to the total.
6. Historical data may differ from older publications. This is mainly due to the implementation of amendments and corrections sent by some local authorities 
after the publication date of previous materials.
